Simple answer: If place everywhere doesn't work when installed via mod manager (which it never does for me) then fully uninstall from mod manager and install the mod manually. If you put it in the location YOU posted, then THAT'S the problem. Steam/Steamapps/common/Fallout 4/Data/F4SE/plugins/ I'm using the same version of the mod as you, but I haven't tried completely uninstalling it from NMM yet.
Place.ini is supposed to be in Steam/SteamApps/common/Fallout4/Data/Plugins if I read all the material I did correctly. I did not see a Plugin folder or a place.ini in my setup I inspected under "Steam\.\Fallout4" and also under "Nexus Mod Manager\Fallout 4" and "My Games\Fallout 4". I don't use the Homemaker or No Settlement Attacks mods, but I have about ~90 other mods, all managed from the NMM.
